Looking at your post, you have another carb you can swap in there for troublesooting?
The CDI grounds thru the off switch to kill the motor, maybe unhook that to start. Sounds like you might have another bike from your posts, maybe start swapping out
parts, like CDI, ign coil, the one alt coil ((stator, Black/Red wire) pulsar coil? thats all there is I think. Ya might come across a bad connection/short while swapping. I know from other model Honda's the ign coil(spark plug coil) almost never dies. Oh yea, I found my newly acquired 83 200X with the red spark plug cap not screwed into the lead, I dyked off about 1/4" and screwed it in good, it was barely touching the center wire!
I had a 90 about two weeks ago, that the wrong advancer was on there and it had super weak springs, so at idle it went to full advance, ran like




, took me a while to trace that down.
