1981 ATC 185S Carbon Fouled Plug

Ok The atc only has about 3 hours on the rebuilt motor. The problem is its fouling the plug over and over again. The carb has been rebuilt and has the stock 95 main jet in it. I tried ajusting the needle jet to the lean out the carb but that didn't help. Then I tried ajusting the float to make it leaner and that didn't work. The plug is still carbon black and fouled. Timing is on and the valves are set right, Pulse generator and coil are fine, air gap on pulse is set right. idle and pilot air set right. Any body got any ideas

    Thanks

    Rob

check your stator coil under the flywheel, it might not be real strong, and giving you weak spark,
    Thanks, Sam

I check the stator coil and it read 185 ohms but it look new. Could this be the problem?
