    need help with a 1983 honda 200e

so i have been working on this for awhile but noticed something strange. So its a manual with the shifter on the right. But on the left side there seems to be a spot for a second shifter of some sorts. I know its not a clutch since that part is automatic. Does anyone know what the missing lever is suppose to do. The best i can think of is maybe is for a kick start since its by the pull start

Uh, without seeing pictures of what you've got, I'm guessing someone installed a replacement engine from who knows what...
..The original engine on '83 200e has shifter pedal lever on left just behind pull starter assembly and brake pedal on the right and no kickstarter, only pull rope and electric starters.
    Strange indeed...

That’s the gear indicator , was a plastic knob on there showing you what gear you are in , the missing recoil cover would have a N to show where Neutral is .

I looked at your 3 photos too and shortline10 is correct : the splined spindle shaft just forward of your gear shifter pedal there on the left side is indeed for a white plastic Neutral indicator part that is missing from your BigRed trike. It points to about the 1-o'clock position when your 5-speed is in Neutral and where there's also an "N" decal sticker adhered to the recoil pull starter housing (which is also missing from your trike in the photos) adjacent to the shaft.

The plastic indicator part is still available from Honda for ~$3.50 (#8 in the linked "Crankcase" illustration) and has 2 part numbers.
Note that it is kept on the shaft with a 5mm circlip (#12 on illustration) that snaps into the groove on the outer end of the shaft once the plastic indicator is installed onto the shaft.

    https://www.partzilla.com/catalog/ho...-red/crankcase

Neutral is found by clicking shift pedal up 5 clicks, since these 5-speed BigReds are "downshifters" for 1st thru 5th

Also, it looks likely that you will have to re-bend or re-shape your gear shifter lever pedal to clear the recoil pull starter assembly if you ever re-install one onto your machine.
