What dome should I use on a new cool head 19cc 20cc 21cc or 22cc?
This is for my 250r, so that I can get it up and running for sale or unless it entices me to keep it! LOL

You should really talk to a engine builder about this. They will be alot more help than anyone here. Your going to need to tell them what bore you are on, carb size, what pipe you are running and so on. If you plan on buying a new cool head they will help you with this anyway if you are buying from a dealer. I have a couple motors from Paul Turner but my choice would be ESR, they go above and beyond with customer service. If you don't want an ESR head call them anyway and ask questions about the setup you need.
