It's a old Keihin PE, but I don't know what that 37 means as it seems the standard size for the largest PE is 38mm. If no one else here knows, measure the I.D. of the small end of the carb where it connects to the engine to be sure. It appears to have been bead blasted and there are screws missing and that's enough to scare me off without being able to open it up and see what all got blasted. As far as what it will work on I'd guess (if it is a 38mm) any larger single cylinder engine. It likley started life on a Honda, but I'm only guessing. As for what its worth, a new 38mm PE sells for around $170, but being used and "messsed with" I'd guess you'll be lucky to get over $40. Good luck.
If its a 34mm its stock for an 85 250R. HH
^^That looks like what it is, the service manual lists 85 250R carb as PE37A, 34mm
