I fail to see why buying new hardware is so out of the question after you just took the time and money to sandblast and PC everything.
yeah, that seems like chump change after the big bucks you spent. You could go on to ebay and get a stainless fastener set or powder coat them like i do mine

Evapo-Rust, you can get it from Tractor Supply or Harbor Freight. Soak the bolt overnite. The I put them in a drill and run a small wire brush against the heads and they polish up like new. They will rust again but you could have them plated or just Powdercoat the head, and nuts. Thats what I did for all the "big" hardware on my SX, all the little stuff I switched out to Stainless Steel Socket Head Cap Screws(free from work). Do a search for the evapo-Rust here, I think crazy70man may have started a thread about it. Here it is:

New hardware is a must. And you can get recessed allen head bolts as opposed to bolts with the phillips screw slots. Much easier to put together and take apart and torque to the proper specs. Luckily we have alot of stainless metric at work. It's not polished, but what the heck. I just make sure to give each bolt a small dab of never seize.

I am not sure how close you are to the coast. But here it would rust right in front of your eyes if you tried that. As soon as you knock the coating off you better have one to put on it within 15 minutes

Get off your wallet, buy the friggin 100$ bolt kit and then buy the 10 bolts that don't fit from OEM.
Can you IMAGINE the effort to PC 100 bolts??
