what do ppl mean when they talk about packing a exhaust.

On two stroke bike especially, you have to repack the silencer every so often. The silencer is a perforated tube surounded by a fiberglass material that gets clogged with oil and carbon, so to keep it silencing properly you have to repack it with new material.

I do mine like twice every ride.

It depends on how much you ride and the 2-stroke mixture. You can tell by ,
1. it'll be louder.
2. Oil dripping from the outlet.

i read somewhere either on here or 3wo that i could use house insulation...is this true?

I have used the household pink fiberglass insulation when I restored the bassani I put on my old tri moto 175. It seemd to work great, and I didnt have any problems whatsoever. I would recommend it. I dont see why the packing materials differ much between two stroke and 4, or how they can charge that much for the stuff at the parts store when its such a small bag. Try it, and see what happens for you. I had good results.
