It directs oil to the head......

When things get machined, they have to drill straight thru sometimes to get the passage, then it just gets plugged.

Just like a carburetor. Ever look at the outside of your carb and see a couple of plugs with dents that hold them in? It's a similar application where they have to get fuel from one place to another. The onl option is to drill it thru and plug it afterwards.
