Anyone located in or around St Anthony ID?

A couple buddies and I are looking to head out to St Anthony to do some riding Oct 17-19 (weather permitting). I am looking for info on what the weather is like down there at that time of year. Can you go riding in the dunes year around? What are the rules and regulations for the dunes and are there any fees? Sorry for all the questions but we are all noobs to the dunes. TIA

I live in Nampa, Idaho which is about 250 miles west. You can use this zip code 83445 and check Yahoo weather. During Oct it will probably be in the 30s and night and most likely in the 50-60s during the day. Its also possible to have some snow.

I've never been there but I hear its awesome. Several members of my ATV group go there at least twice a year.
