Sand blaster or glass bead machine.
Goto any respectable eninge or machine shop and they should have a glass bead machine.

Did you try Aircraft stripper ?? I have found it works on any paint even baked on powedercoat stands no chance against it. Use a little paint brush to lay it on thick into the tight places then after sitting about 10 min just wash it off. It works really well for me.

Look for a white metal can. It comes in qts I think. The can has a plane on it and it says aircraft stripper on it in red. It works wonders

I think you would get best results from a sand blaster. Just my 2 cents.
