Rim Leaking

Ive got a slow leak on my right left wheel causing my tire to loose psi. i took the wheel off and notice that it had some crap junked up on the flange where the two pieces meet. Looks like a bunch of silicone. Should i re silicone it and try to force the tire on like a car tire, or... open to ideas here.

We cleaned off the rim, shot some Krylon anti-rust enamel on and bought new o-rings. They seal up fine. There are places in OKC that would have the o-rings on the shelf. They are 4mm x 160mm, get them in buna-n, that's the cheapest and best for air & water exposure.
