Yeah check the oil pump. Also make sure you used all the top end o-rings and that the clutch cover gasket is in good shape. I have had the clutch cover gasket rip slightly keeping oil from getting pumped up from the oil pump.

check around the right rear cylinder stud where the oil comes up through. make sure all the gaskets are in good shape and the o-rings around that stud are in place. Also look at the oil passage that goes through the head for any obstructions.

i took an air hose to the hole the come through right a that base or the case the one the goes into the bottom of the jug and when i scraped off the old gasket a piece must of got in there because a piece of the gasket shot out does the oil just go through the passage between the clutch cover and the case or does it go somewhere in between the cases

It goes in the clutch cover then snakes its way around through the middle of the center cases and up the cylinder. the center case gasket acts as a barrier and directs oil to the places it needs to go.

I had a mechanic tell me to crack the head stud nut loose while running and see if oil came out, but how do you know what the right "amount" is??
Was it running fine and not ticking before the engine teardown?? Some of these guys have given you some great information. Unless the oil path is obstructed, something is assembled wrong or the pump is bad, I honestly have no answer.
The OEM shop manual tells you how to measure and check the oil pump for wear and the range of specs.
I don't know how the 85 model is run, but the 86 is chain driven. Honda had new ones for 50$ so I just bought a brand new one to protect the motor I'm building.....
