sounds like the carb got dirty.
take the carb off, and spray it clean. this shoudl help. maybe the bowl is overflowing? takign the blow off the carb and cleaning the float and needle will help that too.

you need to either adjust the needle level in the throttle slide or adjust the float level in the carby, ive had the same problem

A dirty carb would make it run lean, not rich
Did you oil the filter? if so you prolly got too much oil on it. A new filter shouldn't make it run rich, lean maybe, but not rich

i was thinking if the carb is dirty, the needle could be stuck open. this would cause it to flood and dump extra fuel.
also if the jet/needle assembly is old and got wollowed out over years of use, that could also cause it to dumb extra fuel.
new plug too maybe, weak coil, weak ignitor?
these are a few thing si can think of off the top of my head.
