ATC110 frame number

G'day Guys.
I've been given an old ATC110 for free, so I want to get it going.
I've looked through all the identification charts but I cant find this one.
TB0200BC220202
I'm in Australia, I dont know if that matters or not!.
Can anyone tell me what year it is?

Closest year to that VIN is 1980, but that is using US charts, its probably slightly different for Austrailia. Pics would help a lot in trying to ID it.
