What is this?

Goig to change the brake pads on the 83 110 atc and noticed this peice laying in the bottom of the drum. I cannot see where it goes. I would guess this may be why the brakes don't work. :confused:

Maybe that is the piece that turns and pushes on the pads.

Or....there is a plate in the bottom of the drum. There is a hole in the bottom of the drum cover to let water out.The plate mite have rotted.
