Don't quote me on this, but my sister in law had an 83(?) 185s and I'm pretty sure it had one. If I remember right it was just a lever on the right side(?) of the head, and if I recall after it sat a long it sometimes stuck on.

Hope that helps.

There is and it is on the right hand side (if u r sitton it) There should be a cable connecting it to the top of the pull start, just check it's not jammed up....

not all 185/200's had the recoil operated decompressers.

Mine has a lever (84' 200s recoil) like that on right side of motor but no cable to it. I have pulled it up and down but don't make no difference in the way it runs. Never done anything with it. But I guess that could explain why it take a bunch of pulls to get it to fire up. Yet poping clutch will fire and start everytime. It has mass power and if I throttle her shes pops a good wheelie. (Keeps the people from asking to ride it :) )

Does it make a difference if you hold it up and pull to make it start easier?
