I am trying to time my 1983 ATC 70.

Here are the pics:

Now I got a feeler gauge blade .016 and I am trying to check the point gap. and When I turn it counterclockwise when are the points fully open cause when I turn the rotor and observe through the cut-outs in the rotor I don't see the points open.

And when they are fully open I slip the feeler gauge blade between the points right ?

Also:When it's top dead center I gap them correct?

and do I take the spark plug out when doing this?

are your points very old? if they are you might need to use a timing light or a volt meter,, the fiber block wears down and changes the timing and the gap,, so if you time it it won't be right,,,
