Looks like it's raised so you can put the front basket on it.

I bought an NOS front rack assembly for my 84 110.It came with a taller hedlight mount.If you put something on the rack with the stock bracket,It would block the light.You can still use the orginal bracket.You just need to grind down a little.I used the Hondaline one.I want to buy one of those toolboxes off ebay.I am just waiting for it to come down from $95 bucks.I doubt it will.And I should buy one for that price before it goes higher not lower.Plus you cant use the headlight guard anymore once you install the front rack....
