One question, plain and simple. Have you ACTUALLY changed or at least taken out the Pilot Jet that is supposed to be next to the main jet.
In the carb diagram it is labeled as a #40 Pilot jet.

I have removed one 4 weeks ago and I used a small regular screw driver. But there is another jet in the bowl and it requires the same screw driver. Yes, I said the bowl. It through me off big time and it was cover in red rock. Which must have been rust from an old steel gas can. electrolysis breaks the rust down so small and it bypasses the filters then rejoins back together and clogs the jets. Especially in small carbs. Try spraying rust penetrant on the jets before trying to remove them
The screw driver should be as snug as possible to prevent caming out the jet. And try to use more down force to keep that screwdriver from distroying the head of the jet. Because no one likes to drill out screws or jets. Good Luck
