What is this second shaft beside my shifter

On my Honda ATC200 1983, there is a second shaft beside the shifter shaft. Is this for hi/lo gearing? I can't seem to find it in the manual I downloaded. :wondering

nope its a neutral indicator you missing the plastic arrow
