It looks like it may need a little work,But solid none the less.I would try to get him down to 900 if it wont offend him.Make sure the motor cases are not cracked as well as the frame.Better pics would help us too.

it seems to me that oregon is much like arizona in a way that 250R's are pretty common unlike some other areas where they are very rare. from the looks of the pic it looks really rough and more like a 850 to 900 dollar bike. if he wont take it keep looking because for just a few bucks more you can get a nice looking bike.

If he has the headlight/ taillight and they work as well as a clear title I would say worth 1300.00 if it runs well and the frame looks good. With no fork boots on there check the seals and be sure they are not blown. Make sure the chain/ sprocket are fresh. Looks a litle rough but if it's mechanically sound that's more important.

NEVER be afraid to negociate a great price. Assume it needs a top end. Assume the seller is lying. If you can, a compression test will be the best indication of what you are in for. 250R's are everywhere and people want to dump them. BTW, the one in the pic looks thrashed.

if the fender is all that is busted I'd grab it. You cant touch a stock beat to hell 250r around here for less than $1500

Take a couple more pics a little closer up of the bike and post them. That will give us a better idea.

Man, here in oregon, especially with the ridin season settin in, you can find a much nicer one...Id say be patient and hold out for one you dont have to drop a bunch of money into after buyin it...theyre still out here.
