Well im sitting here tearing my carb apart. Its pretty dirty, i don't really know what I should should clean and what I should leave alone. I was thinking of taking all the gaskets and the float out and just soaking it in a can of acetone, good idea? How do I know when I need to do a full blown carb re-build?

Your mixture screw has a spring+metal washer+rubber washer. You should remove all of these along with the bowl+main jet+slow jet+float and float valve. Blow it out with compressed air very well. Then rebuild it in reverse order. Check for leaks.

Get something like this ....... http://www.gunk.com/CAT_CC3K.asp (comes with it's own parts basket)

Works the nuts !! I think I usually pay about 18 bucks for a gallon.

Usually auto part stores have it in stock.

If your carb looks pretty bad inside then I'd give it a full rebuild which really isn't that many parts. Kits are usually 20-25 bucks or so for a full rebuild.
