clutch not engaging

i just put my clutch together and i thought everything was good , but when i pull the lever in it only comes in a little and the clutch doesnt do anything, the thrust washer is on the smooth part of the shaft and not on the splines, is there something that goes under the thrust washer to keep it on the splines?

For starters, is the cable too tight? is there free play when you havn't got hold of the lever?
