84 250R clutch problem

My 250R has a problem with the clutch, when the clutch is out in N it makes a noise and vibrates, when its pulled in it stops, I pulled the clutch plates and steels out looked at them the plates are new along with the springs, but the steels wern't new could the steels be bad? I tried to adjust it too see if that would be it and it still does it, it dosent slip at all its there. Whats wrong with my clutch?

try turning the adjusting bolt on the lever clockwise a little bit, do it little by little till it stops, it sounds like trailprotrailpro cable is a little tight. oh, and in trailprotrailpro signature its spelled "Wiseco"
