The top fuel line that goes to the T conector and to the top of the tank, what is that for? Is there suppose to be fuel going back into the tank when it is running?

Yes. The fuel pump delivers way more fuel than your carb can take, and the overflow goes back into the tank, or when your floats cut flow to the bowl it all flows back into the tank. If it were not there, your carb would be pressurized.

I was missing the t on one of mine and had used one from the hardware store but it was too big and too mutch got returned and not enough to the carb, That T has a tiny hole in it to let the right amount back to the tank. Be careful when fiddleing around with that T they break easy..
