On the choke lever is 'up' choke and 'down' run?

I was wondering this because I was looking to get it and I wasn't sure which way way which. I took the carb off today, and choke is up, down is off. He had been riding it with the choke on for a good while because the carb was gummed up. Runs like a top now!
