the outside of the flywheel is charged magnetically, shouldn't be Correct?
B) what has to happen to resolve this horrible condition?
I have no spark cause of this.

not sure, but if i am correct the magnets for the stator are on the inside of the flywheel. possibly they are are magnetically charged seeing is how the magnets are on the flywheel. t3's are famous for the stator problems. ricky stator sells a complete stator and fly wheel unit for about 250, and you can even pick one up on ebay.

Scoots -- you ever take the magnets out of the flywheel? what I'm wondering is, is the epoxy that glues em in place non magnetic which would keep the magnets from charging the whole flywheel and sets up the fire cycle? otherwise the thing is either + or- for the whole cycle instead of + for one of the 4 magnets while the other 3 are -.
And you are right there are 4 magnets on the inside of the flywheel expoxied into place with the light and ignition coils anchored into the motor half. the basic theory is the unit charges on 3 magnets and sparks / releases on the 4th magnet which is the opposite pole creating a spark .

The sad part about Ricky Stators is the flywheel is 400 CDN, the coils through electtrics are 190 CDN (cheaper than ricky which is 1/2 the price of a good T-3 or 250r.( or as much as the Tri-z I bought).
