i have an 83 250r and it keeps fouling plugs and kinda of bogging at the top of the gear, so i bought some power reeds and a carb rebuild kit yet it still fouls plugs but it doesnt always bog now though. i think i may need re-jetted. currently it has a 130 main and a 50 cold what do you think.

Need to drop a main jet, search Jetting on here. Theres tons of threads, or look at the sticky at the top of the 3WW main forums page.

Here is some good jetting info I have compiled over the years http://12.215.122.222/jetting1.htm
I am not sure I have a clear picture of your problem, what has changed?
You still running the same jetting, gas and oil mixture as you always use and all the sudden your starting to foul the plugs, you just bought this bike and its been fouling the plugs?

"Both Mikuni and Keihin’s recommended jetting procedure is to start from the bottom and proceed to the top. "
