it slightly opens your exhaust valve - thus the engine looses compression. This makes the engine turn over easier, thus making it easier to start (especially with a pull starter). Once it turns over a few times, the valve then returns to normal operatin condition.

too much compression would be a pain in the a s s to pull and or kick, so if its ever too difficult(sp?) to start you know what to do
