Can only get one spark on Honda 200es

I have a 1984 Honda Big Red 200es. I bought it off a man a year ago and have been working on it slowly to get it back in good condition. It ran when I first got it, but was rough. Now a year later I have finally got it back together and I can only get one spark when I pull the pull starter. Its a bright blue spark, but only one. I have to wait a couple of minutes between pulls to get the one spark. Any suggestions? Thanks

Pull the CDI cover ( top left side of motor, 2 phillips screws holding it on ) and see if the cam is spinning when you try to start it. If it is then check the timing to see if it's aligned properly.
