it is running extremely lean , either some jets are messed up still or you have an air leak

Double check the pilot jet in the carb---they are extremely small and must be --SPOTTLESS-----

thats low compression. I'd have to look in my book to be certain but i think its like 125 you want. Revving high would be an airleak or running out of gas. Spray some carb cleaner,wd40 or something like that around the head and base when its running and if the idle changes theres where your airleak is.

by air leak they mean between the carb and engine. Does the throtle screw in from the top? If so make sure its on correct, if not it will rev really high like you said since it isnt down all the way.

60 psi lol, that's about 50 away from where it should be.
