What you should do with that $1500 is get a 1985 or 1986 250R. They are watercooled with if you mod the engine on them, you will probably get a little more bang for your buck. Watercoolers are said to have quite a bit more power, etc. than the aircooled's..
Just a suggestion.

Oooh I see.
Well I don't know much about aircooleds, but the start on ANY 2 stroke is new (aftermarket) reeds, aftermarket pipe, and high flow air filter. After that you may want to consider a 300R top end with a bigger carb. Thats all I can really tell you.. I don't know much about aircooleds..

I sent my airfoola motor to FTZ Racing for a full rebuild a while back and have been nothing but happy with it. I also put a 34mm carb from an '86 R on it.

High compression head, but watch out your cylinder stud, mine tend to streche and\or broke if it's too much shaved.
with lot of mods i would sugest you a 36mm carb with long time tuning.
a port timing job base on your needs (low-mid-top)
lightened flywheel if your going for a top enb bike if it's for trail riding don't do it it will hurt your bottom end.

Just for a little teaser.

My Air R mods are :
No air box lid
Uni Filter
34mm carb bored to 36mm
Boyseen reeds valve
P&P cylinder, not really got time for port timing
Mid compression head for all day riding and high comp for drag events.
Polish head and Crankcase
Shitty DG Full Exhaust
18in tires
14 front and 42 rear sprocket

And i smoke my friend 1988 250r quad who got pipe, uni filter, p&p and little port timing for top end gains. same gearing but he got 20in tires.
