TRIMOTO 175 help?

I was given a trimoto awhile back, and was to busy to deal with it but now i have the time. the rope pulls back half way though pulls, so ive hurt myself many a times trying to get it started. im not an expert but if anyone thinks they might know the solution to my problem i might be able to fix it.

Is there a decompression lever on it?

Or is your pullcord to short?

the pull cord is long enough its like every third pull it snaps back really hard. and ill check the decompression lever tommoro.
