I am not sure, but sucks that the fenders broke. It is the worst feeling when they do.

check your throttle slide thing, the part that goes into the carb and has the needle on it, make sure it is in the right way,

Do you have the throttle cable routed the right way? Sometimes if not routed the right way when you turn the front wheel, it will tighten up and seem like the throttle is sticking. Just a guess, from experience.

try this, with the engine off, turn the handlebars while looking into the rear of the carb, does the slide go up or down?
I replaced the handle bars on a 110 once, didnt realize they were for something bigger, I started it and put it in gear. I turned the bars to go around the corner of my shed and it took off on a wheelie, it threw me to the ground and pushed the storm door on my shed inside of it. The lil 110 was completely inside the shed, standing up against the wall spinning the tires!!!!  I will never again put Big Red handlebars on a 110, nope, never.

LOL at Dave, laughing with you ofcourse :P...
Did you check your cable routing? Make sure the slider in the carb is going back all the way, not just the cable is returning.
