Okay I'm putting my 200x toghether and I know it takes 21 ball bearings on the top race and 21 on the bottom trouble is I cant' get 21 to fit around the top, only 19, whats the trick?

Put all 21 on the top and put the race on it. The bearings should seat right down into the proper location.
