OK, I got my ATC 70 from a guy at the dump in the local mountains. At first I was going to use it for parts and had no intentions of restoring it...luckliy I changed my mind and have restored it all except for the plastics and the seat so far. It so fun!!

Anyways...the question is: how do I register it in California without having a bill of sale or any record of the past owner? The green sticker on it when I got it was from 1983...so could it be out of the system? I have all numbers, I just don't want to have to pay a crap load of fees since it'll be a fun camp bike until the kids grow up. Any advice??

chances are you will be just fine.
In Cal if a bike has fallen out of the DMV system. (no active registration for like 15 yrs. or something like that.) you do not have to pay back fees.
I have registered several bikes that were very old, 70's & 80's and had no paperwork to go with them at all. worst case they have asked me to bring one
bike in because they needed to confirm the year.
The DMV has a form for you to fill out "statement of facts" to explain where you
got it from.(just make sure they understand that you cant get ahold of the owner or the guy who sold it to you)
for whatever reason it usually costs me about $65 to get a new registration started in my name.($20 for the sticker ... the rest for transfer or something)
