1985 250R hub bushings?

I noticed as I was taking tire off my new trike that someone but big ass washers stacked behind hub.
One the other side, I noticed there is a nice machined bushing behind hub that i assume is stock.
Now, does this bushing go behind the hub or on the outside ?(lug nut side)
In other words, do you put hub on then the bushing, then the axle nut?
Where might I find an extra bushing (spacer) so I do not have to mickey mouse with a stack of washers?

Originally from honda they would be on the outside but most people put them behind the hub to gain width. You can still buy them from honda, service honda.
