The front fender bumps the top of the cylinder when turning and it is melting. I have seen another with the same thing. I dont see where the forks have been
bent and the fender looks likeit is mounted correctly. Anone have any info or experience with this?

Sounds like the infamous bent frame to me. Pull the tank off and if the frame looks dented then you have a bent frame. It is kind of common for the 70's. When I bought mine it have a bent frame.

yup its common either the frame is bent under the tank or the forks are tweeked it dosent take much to make the fender hit on the 70,what i did on one that was rubbing the engine bolts was take the fender off and dremeled out the holes a lil bit just to gain a lil more movement and used a bigger washer on the bolt cause the hole was a tad bigger.

Hey dadtharp, On my atc70, I noticed that the stops for the front forks were bent on the frame. I guess over the years with all the slamming of the front forks side to side bent out the tabs a little. You might also call them the fork stops, you will see where the front forks hit the tabs that are attached to the frame. I removed my front end and all the little bearing balls first. I then used a propane torch and heated the tabs up till they were good and red and then I gently tapped them back into place. I tested where the tabs were at by putting the front forks back on making sure the fender wouldn't hit any more. When I was happy where I had the tabs set, I sanded, primed and painted the tabs and steering neck area and then reassembled the front end regreasing the little bearing balls and all was well again.

As stated above probably a bent frame. We got 2 ATC70's that had the same problem. We straightened the frames ( unconventionally ) and never had a problem since. ;)
