Ok
1- on the dash there may be a plastic thing that says HONDA. Remove it by gently prying it out w/ a screw driver. It may not be there though
2-take out the bolts that are under the cover is/was
3- pull it (the dash itself) off "gently". I mean dont reef on it, but it may take some wiggling and twisting
4- after that you should see the bolts that tighten the bar clamps
Judging by your sig you have an 84...same as me so it should work out

A crowbar is your best friend. Closely followed by a sledgehammer.
