125m Running To Rich

I Have Just Restored A 1985 Honda 125m And The Thing Rans To Rich . I Have Adjusted The Carb Air And Fuel Mixture Screw And No Change. Its Is A New Motor It Runs Great Above Idle But At Idle It Runs Rich. Any Help Will Be Helpful .thanks
