1985 big red 250 starter question

when i use the electric start * can hear the starter spinning but doesnt engage would this be the brushings worn out or is it something else if so can this be rebuilt

the gear that's supposed to spin out and engage the starter gears ain't going outwards by the sounds of it.
i would try pulling the starter out and lubing it up. you should be able to rotate it by hand ,,, you will see what i mean when you have it out and in your hands.
