The neighbor has a atc 200 and it is running rich I think. When we take out the spark plug it is wet and black. I think that is a sign. If we take off the carb and move the clip up on the needle one notch so the needle sits lower, will this fix the problem. Or is it ussually something more than this? Thank you very much.

They usually end up black no matter what, but how does it actually run ? and in what throttle range ?
if it idles good, but won't run worth a crap at 1/2 to full throttle, then yes, adjust the needle,
if it won't idle but run ok at speed, then it's something else.

the trike will idle but when it is held at half throttle or around half throttle it will do this sputtering stuff. Does this sound like it is running rich? Do you think that if he just bought a UNI filter it would fix the problem, because his filter is old. Thank you

Yeah, if the filter is old and dirty, it could cause the bike to run rich, I'd get a new filter anyways.

I'd start with a new spark plug, make sure you got the right one of course.
Then a Carb clean, thorough clean. ( check the gas tank for rust, take a flash light and look inside )
remove the fuel line and check if the petcock is flowing good too, they sometimes clog up resulting in less than full flow.
Does it run better without the filter ? ( make sure the airbox is clean, remove the filter and take it up the street for a test, if this helps ALOT then yeah.get a uni )
But for starters.. consider cleaning out the carb reallly good.
