I would say that the Francis guy is a legitimate bidder, though very green, and 860domenick is a shill bidder. Seems like 860domenick is preying on Francis' inexperience by very carefully bidding in minute increments, trying to feel out where his max bid is, and outbid it by a minute amount, coaxing francis into bidding again.

I'm about 60% positive that's what's happening here, if I were a little more confident I'd feel compelled to drop francis an email and share my theory.
