Get a bigger countershaft sprocket or a smaller rear sprocket, that would get you more top end.

Mrman, I don't know what your current gearing/tire combination is, nor do I know what the stock gearing for an 84 250R is, but generally increasing 1 tooth on the countershaft sprocket is approximately the same as decreasing 3 teeth on the rear sprocket. Most people prefer to change the countershaft sprocket because they are cheaper (the sprockets, not the people).

A bigger counter shaft sprocket like a 14 over a 13 is easier on your chain also.

how many more teeth on the front sprocket 1 or 2 more? the tires are 22-10-8 i think when i wind out 5th gear i really seems like it needs more speed

One tooth makes a big differance on the front

by the way,,, there is no such thing as a high compression piston for a 84 250r,,, :D :D :D
