ATC 185 Gear Shift Question

I just purchase a not running ATC 185 for $100. It came with an extra motor.
I know they both need a new top end rebuild. But the question I am asking is when I try to shift the gears on both motors nothing happends ( Can't hear them shift) is this the way the 185's are? I mean do they have to be running in order to shift gears?

rock the bike back and forth, you should beable to hear the gears click into place.

if they have no chains tho turn the front sprocket..u should hear them change..if not then they ripped out the guts and ripped u off..or something is messed up bad
