Steering Stem play? What needs replaced?

I have a 85 250sx. My steering stem has a little bit of play in it. I tried tighten the nut down with no luck. I have looked at a explode parts view and I am not sure what goes bad. What part causes this play in the steering?

bearings would be the most likely culprit

yup and if you change the bearings you gotta chnage the races to those tend to wear with the bearings and while your doing all that it wouldn't hurt to throw a new dust seal in there to,i think theres only 1 seal on the bottom..
