problems with the 250sx

hi, I was wondering if anyone can tell me what the switch is for on the top of the gas tank cap is for, should it be on or off when im running it? Also the kicksarter wont engage everytime I kick it and i replaced the ratchet and the spring and it still does it? Any info will help!!!!!

The switch on the gas caps is for the vent. It should be on while riding / running.

I am 99% sure the kick starter not engaging problem is the one-way clutch. This is a very common problem.
