250es In gear (Not Running)

Bought a project Honda 250es (Electric/Kick) but it doesnt run right now. Its stuck in gear and I been trying all day to get it back in neutral to start the process of workin on it and maybe getting it started. Im a little bit of a rookie here so any suggestions? Thanks
