Need major help with School!

i need to do a 3 page thesis on why they should allow atc reproduction :D if anyone knows of good website with lots of information on it about why and when they were cancelled please do tell thanks again guys! :-D

my neighbor told me it was because too many people were getting hurt and killed on them because they werent stable enough.(i think it was people just dont know how to ride) but he said a lot of people were sueing the atv companies and they were tired of doing those lawsuits so they just outlawed them. not sure if thas why but thas what he said.
