Throttle or steering lock accessory

I have a Honda accessory I’ve been told it’s for an 84 200es I have no idea where or how to install it, I can’t find anything online about this accessory I’m hoping someone on here can let me know if this is possible to mount or not. This is my first post and not sure how to add pictures
